No Minister: Memories Of A Civil Servant by Mahesh Prasad is an interesting account full of anecdotes and the author's personal observations on the bureaucracy, politics and life.
The book, published by Macmillan, covers a fascinating period in India's political and administrative fabric and provides insights into the working of the civil services.
"The career of a civil servant which may appear to be glittering to outsiders is an eternal struggle," Prasad writes.
He says that there are some people who are happy saying 'Yes, minister', and so reap the benefits that come their way. "Those who dare oppose the minister have to face the consequences," he says in the book.
Dealing with the steel frame, the book unveils the seeping in of corruption and the inequity that exists within the bureaucracy. The book is replete with self-deprecating humour.
Prasad has had a long and distinguished career as a civil servant. During his career, which spanned 40 years, he held several posts, including the post of Joint Secretary in the ministries of Home and Commerce and Advisor, Planning Commission.
